In Colorado, Rural Collaboratives and Early College & Career Pathways often work together, supported by a decade of experience designing flexible and accountable public education models.

Neighboring districts work together across district and county lines to share staff, facilities, equipment, postsecondary partners, and industry relationships. Empower helps establish clear governance, durable agreements, shared goals, and the operating structures that allow regional work to last.

Connecting the Systems

SB25-315

SB25-315 created a unified postsecondary and workforce readiness funding model with start-up, innovation, and sustain funding. It streamlines Colorado's pathway programs and ties ongoing support to student completion of college credits, industry-recognized credentials, or high-quality work-based learning.

Innovation Policy

SB22-197 codified innovation zones and clarified plan submissions, dispute resolution, review timelines, and public accountability.
